Space and Naval Warfare Systems Command Foreign Military Sales (SPAWAR FMS) is intended to provide portable satellite communications (SATCOM) terminals for a diverse group of military commands and Federal agencies, as well as potential Foreign Military Sales (FMS) supported by the Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston, SC. SPAWARSYSCEN Charleston, in response to initiatives promulgated by the Special Operations Command (SOCOM) and other commands, provides SATCOM equipment design, acquisition, fielding, and training support, as well as hardware systems support. The more significant commands expected to be supported by this procurement are Joint commands such as the Special Operations Command (SOCOM) and its subordinate commands, the Joint Communications Support Element (JCSE), and the Engineering Services Center (ESC) Hanscom. In addition, this procurement supports Air Force, Army, Navy, U.S. Coast Guard, and other miscellaneous customers. 

Three SATCOM terminal types are provided under the SPAWAR FMS contract:

• Deployable Multi-Band Tactical Satellite Communications Spoke (less than 1.0 m)
• Deployable Multi-Band Tactical Satellite Communications Spoke (1.2 m)
• Satellite simulator (quad-band and mini)

Contract type: Indefinite Delivery, Indefinite Quantity (IDIQ)

Contract period: 1 year with 4 option years

Contract ceiling: $53 million

Task order pricing: Firm Fixed Price (FFP)

Eligibility: Military commands, Federal agencies, and foreign military
